Guangzhou Inspection and Quarantine Bureau detected unqualified imported dangerous chemicals – TMPDA – tetramethylpropylenediamine

It was learned from the Guangzhou Inspection and Quarantine Bureau that from January to October this year, a total of 4,113 batches of imported hazardous chemicals were inspected and supervised within the jurisdiction of the Bureau, weighing 454,000 tons. 1,661 batches of unqualified imported hazardous chemicals were detected, a year-on-year increase of 146.4%, weighing 38,600 tons, a year-on-year increase of 57.99%.

It is reported that the unqualified imported hazardous chemicals detected by the Guangzhou Inspection and Quarantine Bureau this year mainly include epoxy resin, toluene diisocyanate, methacrylic acid, adhesives, etc. The main reason for passing the qualification is that the hazard publicity labels and data sheets are not standardized. Inaccurate hazard disclosure information can easily affect subsequent transportation, storage, sales, use and other links, misleading people to identify hazards; if an accident occurs, handling measures cannot be known immediately, which poses a major safety hazard.

Guangzhou Port is the largest hazardous chemicals import port in South China. It imports a wide variety of hazardous chemicals. The imported species mainly include acrylic resin, epoxy resin, phenolic resin, and isocyanate. , polyurethane, etc., mostly from Japan, South Korea, Germany, Taiwan, China and other countries and regions. In order to effectively prevent and curb the occurrence of quality and safety accidents and ensure the safety of people’s lives and property, the Guangzhou Inspection and Quarantine Bureau uses information technology to innovate the inspection and supervision of imported and exported hazardous chemicals, and changes the original inspectors through scientific means such as online photo inspection or remote monitoring. It is necessary to go to the enterprise to conduct on-site inspection and supervision, and to ensure that the check-in service is improved simultaneously. At the same time, exported hazardous chemicals will be inspected strictly in accordance with the random inspection ratios in the “Key Inspection Catalog of Outbound Commodity Ports”, and batch inspections of imported hazardous chemicals will be strictly implemented. In addition, the main responsibility for quality and safety of hazardous chemicals production and operation enterprises shall be strengthened, and safety risk inspections for the inspection and supervision of import and export hazardous chemicals shall be carried out on a regular basis, and dangerous goods entering and exiting through Guangzhou Port shall be focused on possible risks in all aspects from packaging, storage, use to transportation. Potential safety hazards are investigated one by one to ensure that problems are immediately investigated and rectified.

Guangzhou Inspection and Quarantine Bureau reminds relevant import and export enterprises: First, they must fully understand the dangerous characteristics of imported and exported hazardous chemicals and put safety production in the first place; Second, they must pay attention Understand the relevant technical specifications for the management of hazardous chemicals at home and abroad, master the classification, labeling and production of safety data sheets of hazardous chemicals, correctly affix hazard disclosure labels, and attach safety data sheets; third, be listed in the “Hazardous Chemicals” The import and export of hazardous chemicals listed in the “List” must be declared to the inspection and quarantine department. They are not allowed to be imported or exported without passing the inspection.
