my country’s new materials talent gap will reach 4 million in 2025

[Gade Chemical Network Daily Hot Topics]The Ministry of Education, the Ministry of Human Resources and Social Security, the Ministry of Industry and Information Technology and other departments have recently officially announced the “Manufacturing Talent Development Planning Guide”. The “Guide” proposes that by 2020, a human resources construction pattern that is consistent with the development needs of the manufacturing industry will be formed, and a manufacturing talent team with sufficient quantity, reasonable structure, high quality and vitality will be cultivated and created.

According to the “Guide”, by 2020, the average number of years of education for manufacturing employees will reach more than 11 years, the proportion of manufacturing employees with higher education will reach 22%, and highly skilled talents will account for 10% of skilled workers. The proportion of R&D personnel has reached about 28%, and the ratio of R&D personnel to employees has reached more than 6%. The distribution, level, type and other structures of talents have become more optimized.

The “Guide” requires that focusing on key areas such as manufacturing innovation center construction projects, intelligent manufacturing projects, industrial base strengthening projects, green manufacturing projects, and high-end equipment innovation projects (especially large aircraft, aerospace engines, and gas turbines) ), the construction of new industrialized industry demonstration bases, etc. have established a number of talent highlands, initially achieved results in attracting foreign high-end talents to innovate and start businesses in China, and the talent competitive advantage has been significantly enhanced.

According to the predictions of the “Guide”, the ten key areas of the manufacturing industry will face a large number of talent gaps. Among them, by 2025, the talent gap in the new generation information technology industry and power equipment field will exceed 9 million; the talent gap in the field of high-end CNC machine tools and robots will reach 4.5 million; the talent gap in the new materials field will reach 4 million ; The talent gap in the field of energy conservation and new energy vehicles will reach 1.03 million people; the three major fields of aerospace equipment, agricultural machinery equipment, biomedicine and high-performance medical equipment are facing a talent gap of more than 400,000 people; the fields of marine engineering equipment and high-tech ships The talent gap will reach 266,000 people; the gap in the field of advanced rail transit equipment will reach 106,000 people.

To this end, the “Guide” proposes to promptly release talent demand forecasts and guide college enrollment plans to focus on undergraduate electronic information, machinery, materials, marine engineering, bioengineering, aerospace and higher vocational equipment manufacturing. The major categories, Electronic Information Category, Biology and Chemical Engineering Category, and Energy Power and Materials Category are related to majors corresponding to the ten key areas of the manufacturing industry.

At present, there are still some outstanding problems in the construction of manufacturing talent team. First, there is a structural surplus and shortage of manufacturing talents; second, the training of manufacturing talents is out of touch with the actual needs of enterprises; third, the main role of enterprises in the development of manufacturing talents has not been fully played; fourth, front-line workers in manufacturing production, especially The social status and remuneration of technical and skilled talents are generally low, development channels are not smooth, investment in talent training and training is generally insufficient, and the social environment for talent development needs to be further improved. These problems restrict the transformation and upgrading of my country’s manufacturing industry and must be resolved as soon as possible through deepening reform and innovation.
