On July 10, many workers from Fujian Ruifeng Shoes Co., Ltd. (hereinafter referred to as Ruifeng Company) in Fengze Xunmei Industrial Zone were sent to the hospital for treatment due to symptoms such as dizziness and nausea.
The Quanzhou Municipal Work Safety Bureau reported that on July 9, Lin Tianen, the owner of Jinjiang Henglin Shoe Water Release Technology Co., Ltd. (hereinafter referred to as Henglin Company), sold 2 barrels of Sanwu waterproofing agent totaling 40kg to Ruifeng Company. This It is a spray-like preparation that prevents shoes from cracking. At 6:30 that night, Ruifeng Company arranged for two groups of 54 workers to work in the molding workshop on the fourth floor. They used the waterproofing agent to rework and spray waterproof shoes that did not meet the requirements. By about 10 o’clock that night, a total of 54 workers had been sprayed with waterproofing agent. 1,500 pairs of shoes.
After get off work that night, some workers developed symptoms such as itchy throat and cough. On the morning of the next day, six workers reported “coughing, chest tightness, asthma, dizziness and discomfort” and were sent to Quanzhou No. 1 Hospital (Chengdong Branch) for treatment. After that, other workers were sent to the hospital for treatment. According to statistics, a total of 46 workers were admitted to the hospital, 9 of which had typical symptoms and infiltration lesions in the lungs. On July 15, all the poisoned persons recovered and were discharged.
Using Sanwu waterproofing agent to change the working place without authorization
After investigation, the direct cause of the incident was that Ruifeng Company violated regulations and changed the waterproofing agent spraying workplace without authorization, and the operators and other personnel did not wear qualified respiratory protective equipment. The waterproofing agent atomized in a large amount in a short period of time and accumulated inside the workshop. Due to poor ventilation, a high-concentration atmosphere was formed, causing workers to inhale excessive amounts of toxic waterproofing agent mist and cause acute poisoning.
Ruifeng Company did not establish relevant occupational health rules and regulations and relevant operating procedures, and occupational health supervision and management was not in place; Fengze District Health and Family Planning Bureau’s inadequate occupational health supervision of Ruifeng Company was an indirect cause of the accident. After investigation, it was determined that this was a general production safety accident.
The report states that Ruifeng Company bears the main responsibility for the accident and recommends that the Quanzhou Municipal Work Safety Supervision Bureau impose administrative penalties in accordance with the law. The Fengze District Health and Family Planning Bureau is responsible for the supervision and management of occupational health work within its administrative region and bears a certain responsibility for the occurrence of the accident.
