Ministry of Environmental Protection: A new environmental management system will be established – TMPDA – tetramethylpropylenediamine

On May 23, the Ministry of Environmental Protection held a regular press conference for May to introduce the relevant situation of my country’s environmental protection standards. The Ministry of Environmental Protection stated that my country is gradually establishing a new environmental management system based on the pollution discharge permit system.

Regarding the situation related to my country’s environmental protection standards, Zou Shoumin, director of the Department of Science and Technology Standards of the Ministry of Environmental Protection, said that there are currently 16 national environmental quality standards, which already cover air, water, and soil. , sound and vibration, nuclear and radiation and other major environmental factors; there are 163 current national pollutant emission (control) standards, including 75 air pollutant emission standards and 120 control projects; 64 water pollutant emission standards and control projects Reached 158 items. “In general, the number and stringency of pollutant items controlled in my country’s air and water pollutant emission standards are comparable to those of major developed countries and regions.”

Zou Shoumin said that some new environmental standards are being formulated. Taking soil environmental standards as an example, my country’s current soil environmental standards were promulgated and implemented in 1995. Due to the relatively long time of promulgation, there are some problems. The national “Thirteenth Five-Year Plan” stipulates that soil environmental quality standards for agricultural land and construction land will be released in 2017.

In fact, the Ministry of Environmental Protection started to revise the soil environmental quality standards three years ago. The prevention and control of soil pollution, especially the remediation of soil contaminated sites, is divided into two categories: one. Soil environmental quality standards for agricultural land and soil environmental standards for industrial sites. Zou Shoumin said, “We are called the Soil Environmental Quality Standard for Agricultural Land and the Soil Pollution Risk Screening Guidance for Construction Land. Since 2015, this standard has solicited opinions from the society three times and is currently being further revised. We hope that by the end of this year These two standards can be introduced as planned for agricultural land and construction sites respectively.”

The “Thirteenth Five-Year Plan for the Development of National Environmental Protection Standards” (hereinafter referred to as the “Plan”) issued by the Science and Technology Standards Department of the Ministry of Environmental Protection on the same day clearly states that my country is gradually establishing A new environmental management system based on the pollution discharge permit system. Under the new system, the connection and support between national and local environmental protection standards and systems such as emission permits, environmental impact assessments, total volume control, and emission charges need to be systematically sorted out to clarify the positioning and role of standards.

Zou Shoumin said that during the “13th Five-Year Plan” period, the Ministry of Environmental Protection will focus on the implementation of the “Plan” and focus on several aspects of work. First, speed up the formulation of a number of key standards. We will promptly issue a number of urgently needed environmental quality standards and pollutant emission standards to effectively support key tasks such as water, air, and soil environmental management and pollution discharge permits. Among them, the important environmental quality standards released include soil environmental quality standards for agricultural land and construction land, seawater quality standards, offshore ecological environment quality evaluation specifications, passenger car air quality evaluation guidelines, and urban regional environmental vibration standards. The important pollutant emission standards released include pesticides, electronics, coatings, paints and coatings, dyes, sewage comprehensive, atmospheric comprehensive and other stationary source pollutant emission standards, as well as national VI emission standards for light vehicles and heavy vehicles, ship engines, motorcycles and mopeds National IV standards for vehicles, non-road mobile machinery and other mobile sources.

Secondly, we need to intensify the implementation and evaluation of environmental protection standards. Release the “Guidelines for the Implementation and Assessment of National Pollutant Emission Standards” to promote the implementation assessment of pollutant emission standards for thermal power, steel, coking, textiles, etc., understand the effects and problems of standard implementation, put forward management and standard formulation suggestions, and provide information for management decision-making and standard formulation.
